You did an excellent job in incorporating changes. I applaud you and everyone else on your diligent work.
I made some comments to the document. Mostly they were with respect to verbage that obligates the City to perform the projects. Unfortunately, these kinds of issues may end up putting a halt on the plans. As such, the City Attorney, Steve Fanok, will need to review the plan prior to it going to City Council. You may want to share the plan with him sooner rather than later so that he doesn't come up with any surprises that you or I (or anyone else), have not seen.

I had a brief conversation with Steve Fanok this afternoon regarding the bicycle plan. His comments were basically that the plan cannot mandate any actions by the City or its administration. Words like consider, recommend, suggest, explore, etc. need to be used as opposed to will, shall, must, require, etc. You guys did an excellent job in taking out a lot of the words that would mandate action, just need to address the wills. Secondly, examples of areas where there are problems should not be included. These open up the City to liability issues. Problems such as drainage grates, blind curves, etc. can be addressed generally, but not specific locations.
Once a final version is ready to go to City Council, he will review it again.
Let me know if you have ANY questions or concerns as I'm sure that you would rather deal with them now than wait until later.

Please review the plan and give me your comments by December 7. We would like to include the plan in a February application to the League of American Bicyclists' for the Bicycle Friendly Community award.
Since you are a key stakeholder in the plan, we want you to make it your plan. We will revise it to address your comments. We will ask you to approve the revision before we release it to the public.

Two other suggestions. The climbing lane project is detailed more than you would normally put in a plan. The historical information is good, but probably not best suited to be in a long range plan. Also, where the County Commission, WVU and DOT Secretary are mentioned as stakeholders, you may want to put "Not Contacted" or some other qualifying remark since there is no reference to discussions with them or any items following their listing.

Thank you for the suggestions. With regard to the climbing lane, we will revise the paragraph to read,
"In August 2009, the City proposed a bicycle-climbing lane on Monongahela Boulevard (US Route 19 and WV Route 7) between Eighth Street and Evansdale Drive. This lane will be located along a steep slope of a highway with a 45 mile per hour speed limit within the City limits and will be recognized as an important means for permitting cyclists of various skill, strength and experience to travel by bicycle to important destinations within the City. As a result of extensive City, WVDOT and MPO electronic communication and two meetings, the bicycle-climbing lane can be installed once the following actions are completed: · MOU executed to define the funding arrangement, and · Traffic operations plan approved by WVDOH District 4. The traffic operations plan will specify how traffic will be managed during WVU events when vehicles are permitted to park on the shoulder on which the bicycle-climbing lane will be installed. funding is available With approval and funding, the bicycle-climbing lane could be installed in the summer of 2012."
With regard to the County Commission stakeholder needs, we will delete County Commission from the stakeholder list since the the MPO represents the County Commission on transportation and we already have the MPO stakeholder needs stated. With regard to WVU and DOT Secretary stakeholder needs, similar to your suggestion, we will enter "To Be Determined". We added "Yet" because we have contacted WVU and WVDOT (you) and hope to add their needs to the plan before January 31.
We are working on MBPv14wchanges that will incorporate the above changes as well as changes in response to other reviewers and will release it this week.

I just went over the changes. You did an excellent job in incorporating many of my comments. Kudos.
I did make a grammatical change on page 9. On page 20, I still have concerns with the City taking the lead on three of the projects. These are projects that are either entirely outside City limits or a large portion is outside. Given this, we cannot extend our jurisdiction on these projects. We will gladly work with any agencies regarding these projects in areas that are within City limits, but we can't go outside.

To address your concern about the project Engineering 18 - bike lane on 705, that is entirely outside City limits we have changed, "Take the lead and work with WVDOH..." to, "Advocate for...".
For project Engineering 17 - climbing lane from Boyers to Patteson that is not entirely in City limits, we have changed, "Take the lead and work with WVDOH..." to, "Work with the MPO, WVDOH and Star City...".

I did make a grammatical change on page 9. On page 20, I still have concerns with the City taking the lead on three of the projects. These are projects that are either entirely outside City limits or a large portion is outside. Given this, we cannot extend our jurisdiction on these projects. We will gladly work with any agencies regarding these projects in areas that are within City limits, but we can't go outside.

Thanks for pointing out the issue with color text and for off-line providing a superior solution. In the next version, we will replace the current table with the table attached to this message.

Please find attached, version 12 (MBPv12wchanges.docx) of the Morgantown Bicycle Plan. This version is a revision in response to comments from Ed Preston, Perry Keller, Bill Austin, Terrence Moore, Terry Hough and Chris Fletcher.
To make it easy for you to see what's different in this version from the previous version that you received, the attached file highlights the changes.
The next steps are to get the Traffic Commission's review and then to present it to City Council on January 31. To make the plan as good as possible, we remain open to comments and suggestions.
The versions of the plan, the comments that we receive and our responses to the comments can all be found at http://db.tt/Bse1rpGr . (When we received comments in MS Word or other editable format, our response to each comment appears within the document adjacent to the comment.)

Please find attached, the first preliminary Morgantown Bicycle Plan developed by the Bicycle Board. Within the next few days, you will also receive a paper copy.
Please review the plan and give me your comments by December 7. We would like to include the plan in a February application to the League of American Bicyclists' for the Bicycle Friendly Community award.
Since you are a key stakeholder in the plan, we want you to make it your plan. We will revise it to address your comments. We will ask you to approve the revision before we release it to the public.
Please provide me your comments in whatever way is most convenient for you. You could open the attached MS Word document and mark it up using track changes and comments, or you could mark up the hard copy with pen and ink, or you could write your comments in an e-mail message, or you could simply tell me what you think.
